Pursuant to its “Rules and Regulations” the Rosedale Ranch Improvement District has levied base service charges for many years to partly cover, among other things, actual costs of administration, operation and maintenance of the District. Base Service Charge for RRID comprises for two charges namely
Administrative Base Service Charge
It is the amount of money necessary to be raised by the District to provide for and to recover such of its costs of salaries, services , supplies and other expenses as applicable to the general administration of the affairs of RRID. All lands in RRID will be charged an Administrative Base Service Charge every year.
Project Base Service Charge
It is the amount of money necessary to be raised by the District to provide for and to recover such of its costs incurred by reason of construction and operation of the Adopted Project, and maintenance and replacement of completed Project Facilities. All developed lands will be charged a Project Base Service Charge every year.
The District held an election under Proposition 218 for RRID in March 2023 whereby landowners approved increases in the District’s authority to assess Base Service Charges, primarily to provide for the recovery of the District’s costs of operations and fund water management projects. Through the Proposition 218 process, District landowners approved a maximum levy of $28.25 per acre on all lands and $190.02 per acre on all developed lands.
